I am blown away by how comprehensive that link is but I too would love to see something for Incheon, bupyeong, and bucheon.

My band plays at a place in Incheon Arts center called Yeil Music Academny. However, the owner is crazy Christian and really does not appreciate us playing the devil's music (slightly edgy but no Slayer or anything really good). We also play a place in Bupyeon but the gear is sort of junky and I aways and up having a sneezing attack thanks to the mold.

Most music hagwons that teach drums or electric guitar will have a decent place for a group to practice. Just go around looking for 음악학원s and you'll find something eventually. If we've got em out here in the middle of nowhere, you've got one wherever you are.
