I haven't seen this posted already, so forgive me if I'm late, but I hear immigration has expanded their policy of allowing E2 visa-holders to legally add second and third government-affiliated workplaces to their visa, making it now possible to hold multiple jobs simultaneously at different private institutes. |

I assume this only holds if their visa granting institution gives them permission to do so. |

Never has been and still isn't although they are talking about changes (not passed nor approved yet).
It is still NOT legally possible (for someone on an E2) without a lot of hoops to go through, permission from the sponsoring employer AND the ADVANCE blessing and prior approval of immigration.
Without PRIOR permission from immigration an E2 holder can't LEGALLY work for one employer at 2 different physical locations
AND
they can't legally work for more than 1 employer without prior approval of immigration AND their sponsoring employer.

It never ceases to amaze me about how many foreigners there are in Korea; who never read their visa conditions, and think working under the table is legal. |

It also never ceases to amaze that many "hogwon directors" are as ignorant of the E2 visa restrictions as are the fresh off the boat newbie. |

This really doesn't change much. Why?
1. From what I gather, most hogwons will not give you permission for a second job anyway.
2. Even if your hagwon gives you permission (like WSI) finding a second job isn't easy. These new rules now open up possibilities to teach corporates and in other private companies etc, but most of those companies want female Kyopos. If not then male Kyopos. If not then an F-2.
3. Most people who work second jobs do an after-school program but with the saturation of F-2s in Seoul, many of these programs are asking for F-2s now. With the old rules one could work at an after-school program anyway because it is considered a public job so this new measure doesn't change anything really.
4. You still may not work more hours or be paid more. Bye bye lucrative opportunities that would otherwise be legal.
In my opinion this new measure doesn't change the current situation a whole lot.
Ttompatz, your thoughts? |

Sounds nice on paper but the reality is that nothing has changed nor is it likely to change much.

This is true but not a new policy.
It has been true for many years that you could teach at more than one hogwan job simultaneously.
You need:
a permission letter from your current employer.
a contract from your new second employer including hours less than those worked for the first employer
fill out the form at immi, pay the fee
They fill in the second job on the back of your ARC
now you're good to go. legal. easy.
Easy. Nothing new. |

School owners do not want their employee(s) teaching at two schools; conflict of interest...(the risk of losing customers/students to the other school), scheduling class conflicts, travel time, what happens when the school or teacher wants to part ways, (the other school is left holding the bag) etc...housing (which school pays or is it 50/50) there are a host of issues related to NOT allowing one to teach at 2 locations. |

Actually what is new is that chain hakwons will be allowed to shuffle their foreign teachers around to their other schools WITHOUT having to notify immigration. |

Yes.
That is the real problem. |

Has anyone ever been able to get an answer from immigration why there is a 1 location rule? What is the problem with simply reporting your income regardless where you work? I did this in Japan and taught privates legally. |

A Korean hogwon owner isn't taking half; and they lobby for the E2 regulations.

That's not easy. Good luck getting 1 or 2. |
