What's the first thing you would clean-up?

If you were the president of TESL ROK- had power to clean things up from A-Z. What is the first thing you would change for the better? Also- a note on how that could be done pragmatically would be nice.

Well, that's the big catch, isn't it? What power does the President of TESL Korea have to effect change on issues such as Immigration regulations surrounding E-2 visas? Or any of the other issues you have mentioned?

It's a question based upon imagination.

For example- If I had such power I would clean-up the E-2 restrictions and allow people to move from school to school at will. The next employer would be responsible for submitting documents to immigration to qualify/identify the teacher. Nothing beyond that would be required. The qualified teacher could remain in Korea as long as he or she wished to continue teaching.

As he or she would only have the power to petition for changes to law, I would look at a standard contract with defined working conditions and also yearly incremental pay increase for the first five years a person is teaching. After that the contract would be able to be amended only if it offers a better deal to the teacher. Owners and teachers would be liable to penalties, enforcable penalties for breaching the contract. Secondly, every institution that employed a foreign teacher would have to post a 5,000,000 won bond per teacher, to ensure that all monies owed are paid at the completion of each contract. From a teacher, the teacher cannot resign or leave a contract for the first 6 months, unless the reasons for needing to do this are extra ordinary. Also a mediation service utilising both Korean and native speakers. Impartial and arbitrary, their ruling is final. One can only wish. Smile

Removal of unqualified teachers...........YEAH RIGHT!!

We all know there are thousands of qualified teachers back home just waiting for an opening here. If only all those unqualified teachers were cleaned out.......

No. Are you?

I guess the wording of your OP threw me- pragmatic answers for a powerless/imaginary position... seems to be a bit of a contradiction there.

They're all valid issues that you have raised but of course you can only choose one to vote for- perhaps you could have asked "Which issue concerning teaching ESL in Korea should have the highest priority and what are some possible solutions?" or something like that. The part about the President of TESL is just confusing.

Why isn't "carpet bombing" an option. Seriously.

If I could only pick one, I'd take changing the E2 restrictions. Make it easier to get quit, get hired, and get fired; and maybe the market would clean itself up.
