They do count kindergarten as teaching experience, look at the lower levels of the pay scale and you'll see it's considered a factor there. I think you do need to build up some seniority within the school to get to the top pay level though.

SMOE (applied through EPIK)

S Must have one of the following qualifications:
-A Masters degree in TESOL/TEFL or in English Education plus seven (7) full years of teaching English.
-A recommendation by the superintendent or school principal of a current school (public or private) where applicant has taught English (at the same school) for at least seven (7) full years.
-Be hired to work as a curriculum developer with Doctoral degree in TESOL/TEFL or in English Education.

3.0 million KRW

I found this and similar statements in a few different places on the web:

- Proof of Teaching Experience - A letter from your previous employer MUST BE included. Copies, faxes, emails will not be acceptable.
○ Must include your full name, period of employment (exact dates or months equal to a minimum of 1 full year), a signature or stamp, and an evaluation.
○ Letters must be from a superior (co-teachers from a Korean or Japanese PUBLIC SCHOOL will be acceptable)
○ Teaching experience at a kindergarten or pre-school WILL NOT be accepted. <============= Shocked
