What is the quickest way to get a CBC for the US?

I see this site for Canadians http://www.koreanconsulate.on.ca/en/?mnu=a02b06

Can people from the US do the same thing with the US consulate?

Are the current normal steps:

1. Get FBI check
2. Get it notarized
3. Get it apostilled

Is this the only form needed to get the ball rolling?
