Biking on Jeju Island

I'll be on Jeju over Seollal. I took my Dad down there when he was visiting two years ago, so I've already seen a lot of the tourist sights on the eastern side of the island.
I know it'll probably be cold and windy, but I was thinking about renting a bike and riding around for a few days. So I've got two questions:

1) I read in the Lonely Planet that there are at least 3 bike shops in Jeju City, 2 right downtown and one near the bus station. Does anyone know if these are open year round, or are they just open for the summer?

2) Any recommendations on nice routes for biking, especially in the west half of the island? I'd prefer a combination of good scenery, light traffic and not too hilly.

I can't exactly answer your questions but i can comment on my experiences. it will be cold, not like Seoul but very cool. If you don't have good cycling gear it might be uncomfortable. Ski gear would keep you warm enough. As for the hills, they won't be so much the problem as the wind. Jeju has great riding, some of the best of Korea, but the wind is brutal and seems to come from every direction.

I have no idea about the bike shops. Sorry.

In February there are days of 15 C warmness and days of freezing weather especially given the wind.

Head for the SOUTH coast where it's two to three degrees warmer on average.

Head west from here in Seogwipo through Jungmun to the southwest coast. The cliffs and sights on the southwest corner of the island make for a nice destination, a pleasant place to rest for an hour or two.

Bike shop should be open all year round. Here's a recommendation.

Should be no problem renting a bike. I rented a car in Jeju a few years ago. When I tried renting in Seoul, no one would rent to me because of my age/because I'm a foreigner. I landed in Jeju and had a car within 10 minutes. Probably the same for a bike!

I wonder if they'll want a motorcycle licence if you're renting over 125cc...

(Now I might do this as a cheap vacation).
