This is the one case where you CAN transfer to a new employer with less than 6 months of your contract completed.

Can you do that (transfer before 6 months) if your employer signs a visa transfer without the hagwon closing? My employer has said that she will if I want to leave.

I think that the official answer is "no". It all seems to come down to the decisions of the local immigration officers though, so it's probably worth asking them to see what they say.

30 days instead of 14 for a visa transfer? I also haven't heard of them let you have a gap of a couple months between jobs when you transfer. I'd recommend that anyone who plans on transferring should check in with immigration before assuming that this is a new procedure and not just a once off incident.

My friend is in the process of doing the same. She was told 30 days by immigration as well. A new thing, perhaps? Having said that, we all know how reliable and consistent immigration have been with the information they've given out since the 'changes' this past autumn.

That's annoying. Where can I find local immigration officers to ask?

You don't need to go in to the office if all you want is info. The phone number for immigration is 1345. If you want to find an office then just give them a call first and ask where the nearest office is.
