i asked the authentications office of virginia if i could have my friend notarize a photocopy of my diploma and this is the response i got:

"The notary would need the original document in order to notarize the copy as a true copy of the original. Once it is properly notarized by a Virginia notary, the document can be brought to our office for the notary to be authenticated."

so it seems like i need to send my original diploma and a photocopy of the diploma to my friend, correct?

So this is what happened with me......

I made a color photocopy of the degree but I did need to show proof to the notary that the degree was a copy and not an original ( there was a stamp the identified the document as a copy).

Hope that helps you, I am in IL if that helps

Correct.

They need the original to certify that the copy is a "true copy" of the original (how else would they know it was a true copy and not simply created with photoshop).

When I got my black and white photocopy of the diploma notarized, I didn't have to show my original. I did have it with me though cause I thought I would have to. But the two times I got copies of it notarized, I never had to show the original surprisingly, I just had to sign it and they stamped it. This was in Georgia BTW. But doesn't hurt or cause that much of hassle to have the original with you.

it does when you're currently in korea and your friend is getting things done for you. i was hoping to avoid shipping my diploma back to america.

True. Didn't read the part about a friend getting it done. In that case, you'll want to send the original because they ask for ID when you get it notarized, and his name won't match to the diploma.

I sent mine to the university registrar and she wanted to make the copy herself. I mailed the original diploma and $20, in return they made the copies, notarized them and even sent them to the state to have an apostille attached.

You don't have to present the original to have the photocopy notarized. Simply put together an affidavit stating that the copy is a true copy and have the affidavit notarized and attached to the photocopy. The notary will only be certifying the affidavit, not the copy. Then, get the apostille in the same state you obtain the notarization. These are the exact steps I followed and it was no problem. I even discussed the process with the guy who issues the apostilles and he explained the whole process of what is acceptable and gave me form letters of various affidavits in the event I need them in the future.
