Would it be...
A) An F-Visa holder
or
B) Korean citizen (not gyopo) who lived in the States all their lives but was born in Korea and is 19~20 years old and about to attend college (probably Yonsei University) and can speak both Korean and English?
Person B does not want to work for hagwons and public schools because then college would be out of the question because time restraints so tutoring privates (either through connection/university) would be the best option.
Does Person B somewhat equal to the qualifications of person A (considering they do not have a degree and is the same age?) |

Why don't you just replace "Person B" with "I?"
EDIT: Oh wow didn't notice the no degree part. Yeah, I'm pretty sure that's a definite no.

Neither one has anything to offer my child. No experience, no skills in teaching, no degree. So I'd say neither. |

Pretty sure it's illegal to teach without a degree (yes, that means privates, too). |

So many what if's.
Person B would be better IF they get into Yonsei, Korea, or SNU.
Even then, finding privates to teach is pretty easy. Both person A and B would probably get the same amount of money.
Are you trying to settle a bet? The real answer, both A and B would get their private students stolen by any legitimate English teacher. |

So true. But if you are Korean, private tutoring for elementary and middle school students is very common. For example, my freshmen students tell me that their part time job during highschool was tutoring middle school students in math, english etc.
So if the poster is Korean, the likelihood of him/her getting into hot water about teaching English privately will be quite remote.
Don't forget the double standards in Korea that comes with foreigners. Just because Koreans do it, get away with it and a blind eye is turned, does not mean the same for foreigners. |

Yes Person B is Korean and has a TESOL cert.(iknowitdoesntmakeadifference)
When Job Advertisements say they want F-Visa candidates, can person B apply? Because Person B is much like Person A without the visa but Person B is a citizen of Korea who lived in U.S. for most of their lives? |

Maybe person B could get a job teaching Korean. There are hagwons offering Korean lessons to foreigners and many of the teachers I have had have been Koreans who have spent time abroad and don't have degrees and are young. Some of them are working on degrees and some of them...I'm not sure what they do in their free time! The TESOL certificate will help you because you have some language teaching training, even though it focuses on teaching English. And the times you would be needed to teach Korean would probably work out with your schedule because foreigners would want to take classes outside the times you would be in school. |
