My KEB debit card works in the Philippines. This, after Kookmin told me that holders of an F-4 could not use their debit cards abroad and that this applied to all Korean banks.
I'm gonna shift my financial resources accordingly. |

Kookmin obviously doesn't know what they are talking about. You should also check out Woori V Expat Check Card. I just applied for mine today. It should work domestically and internationally. Doesn't your KEB account require an annual fee? I heard that you have to pay at least 10,000 won for annual fees. The Woori V Expat Check Card and internet banking service is free. |

I've just got back rom the Philippines. My KB and NH card didn't work in either Manila or Boracay. This seriously sucked as I'd used my KB card in Vietnam last August.
I specifically asked at both both banks if my card could be used overseas, both have the internationally recognised Maestro and Cirrus logos on them. I was told by both banks that they would work overseas.
I ended up using both my NZ cards which are years old with no problems at all.
Be very careful with Korean Bank cards, I would have been in a bit of trouble without my old plastic |

used the KEB card in the philippines, cambodia, vietnam, and the u.s. with no problems. unfortunately stopped working when the money ran out. |

I'm in the US now and I can't access any of my money with my KB Star card even though it's got the Maestro and Cirrus logos. Yes, stupid me for thinking those things really meant the card could be used internationally like a US debit card.
I don't have internet banking. My co teacher wouldn't help me set it up. I should have pushed to get it done, but I didn't consider the consequences of not having it at the time.
Does anyone know if there's anything I can do to get to my money? |

Fly back to Korea or send your card to someone TRUSTED and have them drain your account and wire the funds to you.

I might have to send my card. There's one person I know I can trust, so I was considering it. I was just hoping there was some other option, or that I could get back to Korea to work before I had to do that. |

Korean ATM cards / check cards don't have an annual fee nor do the bank accounts that they are attached to.
Use of Korean ATM cards (by foreigners) abroad is highly variable and never dependable.
Perhaps you should wait till you get here before you worry about actually getting an account. Until you have your ARC you won't get an ATM card anyway.

Yep. According to this guy, one can get a Woori V Expat check card with just a passport - no ARC needed. It also sounds like you can use it for both overseas purchases and cash withdrawals. I bank with Woori but don't have this card so I don't know if any of this is true - can anyone verify?

I bank with KEB and Woori. It's my understanding with KEB that I can't make buy stuff from home in the U.S with my check card from KEB. So, I would have to wire the money back home in the U.S. to make purchases with my card from back home. I think that is the same thing with Woori Bank. |
