How would I get the Canadian version of an apostil for a birth certificate? (Its not for a job in Korea)
Can this whole process be done in Seoul, or does it need to be done in Canada? |

Canada is not a signatory to the treaty so you cannot get an apostille for a Canadian document in Canada or in Seoul.

I see what you are saying.
My birth certificate requires an apostille.
Can I get my Canadian birth certificate authenticated and legalized in Seoul? |

Typically (from personal experience) you would get a copy of the document notarized at the Canadian embassy (as being a true copy) and submit that (with the embassy stamp on the copy) in place of the original.
Some countries (like Thailand as an example) will require you to take that embassy notarized copy to their department of foreign affairs and they will legalize it for use within that country.
Some countries will ask you to submit the Canadian embassy notarized copy to their embassy rather than their department of foreign affairs for legalization/certification.
Alternatively, you can swear an affidavit of authenticity at the Canadian embassy and may be able to use that along with the original in lieu of an apostilled copy.
If you need it for some purpose within Korea it will probably need to be certified by the Korean consulate in Canada rather than either of the above processes.
It largely depends on where you are going and what you are using it for.
