There are Korean professors that only have four year degrees. The university administration will change the rules (or qualifications for a position) in order to save money.

Are you aware of the government's rules and regulations? For example, do you know the visa regulations for foreign professors?
E-1 Visa (Professors)
In the case of a national or a public university, a foreigner is not permitted to be a full-time professor.

The ministry statistics released in April last year showed there were only 19 foreign professors out of 10,929 full-time faculty members at 32 national universities. It also said that the two public universities, which have a combined total of 471 professors, do not have a single foreign professor. There are two foreigners out of 1,247 professors at the nation's eight two-year industrial universities, according to statistics. Education Ministry officials said Korean professors and university authorities are still reluctant to embrace foreigners as faculty members.

I am sure that Mr. Reality is talking about Korean English profs. Their "research" ain't gonna bring squat to a university. Medical research, yes, languages no. But still, they claim that a big part of their job is research.
It is all a big scam. A huge percent of Korean English professors will never get an article published in a good journal. They will also never get published in a bad journal. But they all do get published? How? They have the same system in Korea that they have in every college and University all over the world. The school has its own press, which will publish anything a prof. from that school wants to get published.
One of the biggest scams of all time, is the publish or perish bit. Less than 1% of the world's tons of professors will ever be published in anything other than one of their own school's journals.
But, that few pages that in reality took only a few hours to do, and was published in their own school's press is what they use to jusitify light teaching loads and huge salaries.

And remember:
A professor of engineering said it was common for there to be up to ten co-authors on a paper, most of whom have had nothing to do with it. Professor Kang at "D" University aged more than 50, concluded a secret agreement with a newly appointed professor to have his name added to papers in exchange for hiring him as opposed to other candidates. Last year, Professor Han at "E" University who had failed to be promoted managed to do so after his name was appended to his student's paper.
