It means that in the interest of national stability the government will encourage prostitution (the usual response to egnder imbalance, e.g., The Gold Rush) and in some countries be more accepting of gay lifestyles. Maybe more tolerance of celibate monks.

I'm all for more women, attractive ones anyway. But then wait a minute; either we have to feed them or they end up taking our jobs (if at least not our women!)

People are intolerant of celibate monks?

The trick for men would be to find localized areas of "women surplus". Women are outnumbering men on college campuses these days, for example.

Another report I saw (I can't find it, unfortunately), based on the same report, I believe, said that there's just barely more men in the world.
