I had to get a CBC a few years back and went through a notary / lawyer from east coast Canada (I'm from Saskatchewan), and he got it done and back in a week for about $175. That was notarized (?) by the Canadian embassy in Seoul, and it was accepted.

I'm wondering if that's still enough, or do I HAVE to go through the RCMP? Are fingerprints necessary?

RCMP and then K-consulate (in Canada) certification.
Both can be done by mail.
Neither process is particularly fast so you will need to get started 5-6 MONTHS before you need them.

That's what I hear, but that's just not what happened.

I was in Korea at the time and heard the RCMP was taking way too long, so someone referred me to this lawyer (?) he had gone through. I got my prints done in Yongsan, I think I fed-ex'd them over, and he had the local police there do a check on me, including the vulnerable offenders (?) thing, and fed ex'd (or some other company) back to me after a week. I paid him on pay pal. After that, I took that CBC to the Canadian embassy where it was apostilled or notarized, and then it was accepted by Kimmi no problem.

I feel like a *beep* questioning your answer, because I also think that's what it's supposed to be, but that's not what happened with me, and I'm wondering if other people are bypassing the lengthy RCMP check and getting it done through local police forces still, today, or not?

The rules changed as of Jan. 1, 2011. Kimmi will no longer accept the embassy affidavit of authenticity and they have publicly stated that they require a national check and SOME Kimmi officers have rejected CBCs issued by any force other than the RCMP (even though they are a CPIC search).

You don't have to take my word for it. Feel free to try it again your way but don't be surprised if it is rejected.

Also, since Canada is NOT a party to the apostille treaty your documents must NOW be certified by the K-consulate in Canada.

They also no longer accept an original degree. You must use a copy with K-consulate certification.

If your circumstance happened AFTER Jan 1. 2011 then I am truly surprised.
If it was before Jan. 1, 2011 then prepare for the changed rules.
(available on the Kimmi website: http://www.immigration.go.kr )

Get your fingerprints done digitally... it goes to the RCMP and they do the national check. The roll and press takes 5-6 months, the digital will get them back to you within a week. It only costs about 20 dollars more than it will cost to get your fingerprints done at the local PD plus paying the RCMP processing fee.

How do you do this? Can you do this outside of Canada?

You must submit the prints by paper, not digitally. This is taken directly form the RCMP website:

The ability to submit fingerprints electronically to the RCMP is not currently available outside Canada

Digital print needs to be done in Canada just as the previous poster mentioned. I had done what the OP said a few years back where they got my criminal background check done from Korea... didn't even need prints for that. However, the RCMP national check requires them and only a handful of places in Canada are allowed to or have the capability to do digital I believe.

That's kind of cheap from an attorney.
