Consulates (not just Korea) may require it as part of your initial consular interview visa application for a work visa.

Employers may (will in the case of a POE) require it as part of the hiring process (and not just in Korea).

K-immi does NOT require them any more.

In your home country, why do some employers want to see certain documents (like SSS card) or a drivers license and others just take your word for it?

.
