Since the rules have changed and an FBI CBC is now required instead of a State CBC, do you need to get the CBC (and diploma copy) apostilled by the Fed gov't?

Please know that I have already sent in the papers to the California Secretary of State who apostilled them.

I wouldn't think twice about it, but my friend told me I need to get the Fed. Apostille. Is he crazy or am I?
