I am an American citizen married to a Filipina and I want to sponsor her sister to come to Korea and live with us. I have an E2 teaching Visa. Is this possible?

As a tourist = yes, 90 days.
On an F3 = no, unless her sister is a minor and your wife is the guardian (legally).
