Can you get the students to teach themselves. This is in many ways the best way.

What do you mean? You sit in the class and read a book whilst the students go through a coursebook? Sorry but I think you may need to refer to Dogme style teaching. Have a look for the book "Teaching Unplugged" by Thornbury and Meddings. That should give you a head start.

I think it is better for older students....slight chance for high school but good for university and higher.
Won't be happening in Korea anytime soon with how things are set up.

All learning is autonomous. Learner autonomy however, is a worthy pursuit.

In order for it to work, students have to be rewarded by the act of learning itself. External rewards only go so far and YOU as the teacher can't control it. Only the student can decide if he or she wants to learn. But what you can do is figure out a way to motivate them to like learning.
