It means the free bus services are available from Seoul to Jeonju but not from Jeonju to Seoul.

In Korea X is 'not' or 'wrong' or 'impossible' and O is 'correct' or 'right' or 'possible' -- many teachers who have Korean co-teachers probably learned that from seeing their Korean teacher's markings on tests and such

The logic is that Seoul gets a lot of tourists, but many don't leave Seoul, so they're making it easy for you to get out of Seoul. They have no doubts you'll make it back to Seoul on your own, so they're not subsidizing those tickets. It sucks for teachers outside Seoul who want to use the service to get to Seoul, but the service was set up for tourists, not teachers.

There are many potential "tourists" in Korea who live outside of Seoul. Most of them are Korean, not foreign English teachers. At some point, hopefully the Seoul Tourism folks will understand that.

As for this shuttle bus, the only head scratcher is the bus to Busan. You're on the bus for 12 1/2 hours to spend 2 hours in Busan. Hope you like long bus trips.

I definitely agree with you about potential tourists not all being foreign and some being outside Seoul...

but why would you take 12.5 hours to get to Busan? That's perhaps a round-trip bus, but not one way... I'm taking the Jeonju one tomorrow, cause my mom is visiting and why pay when we can ride for free? it takes 3 hours. That's the same as the regular buses.

Where did you get 12.5 hours from? It says depart Seoul at 08:00 and arrive at Haeundae at 14:30. 6.5 hours.

Surely you must know from all those trips to Costco that anything free will be flooded with ajummas.

I thought the logic made sense at first but it doesn't. I'm trying to figure out why they would want to hinder people from going up to Seoul when they live in the middle of nowhere. Even if it's some young dude who wants to get plastered in Itaewon, it's still technically tourism.

Might as well make use of the return trip to Seoul, no?

I'm assuming they don't allow Koreans to use this service.

The vast majority of tourists fly in and out of Incheon and then head straight to Seoul. It makes sense to me.

It makes sense to encourage the visitors to Seoul to get out and see more of the country.

It doesn't make sense not to allow people to use the same service to visit Seoul from those places.

It looks like it is possible to book a return from Seoul and then only use the return leg. I might try and do that just to see what happens.
