The private member's bill was tabled by Ndorwa West MP David Bahati (NRM).
A person commits aggravated homosexuality when the victim is a person with disability or below the age of 18, or when the offender is HIV-positive.
The bill thus equates aggravated homosexuality to aggravated defilement among people of different sexes, which also carries the death sentence.
The Bill, entitled the Anti-Homosexuality Bill 2009, also states that anyone who commits the offence of homosexuality will be liable to life imprisonment.
This was already the case under the current Penal Code Act.

The bill further states that anybody who "attempts to commit the offence" is liable to imprisonment for seven years.
"The same applies to anybody who 'aids, abets, counsels or procures another to engage in acts of homosexuality' or anybody who keeps a house or room for the purpose of homosexuality.
The bill also proposes stiff sentences for people promoting homosexuality.
They risk a fine of sh100m or prison sentences of five to seven years. |

Is this really Uganda's most serious problem? The people behind this initiative must be some serious closet cases.
Ironies abound.
Uganda on Track to Have World's Highest Population Growth If anyone needed homosexuality, it would seem to be Uganda.
Also, Uganda is neighbor to the only habitat of man's closes relative, the bonobo ape, perhaps the most peaceful primate species on the planet, which engages in sex and all age and sex combinations for conflict resolution, tension reduction, and recreation.

Bill coming up for vote in 24-72 hours
The notorious bill moving through Uganda's legislature that would render homosexuality a crime punishable by death in some cases may come up for a vote this week, the AP reported Monday. The main backer of the bill, Ugandan lawmaker David Bahati, told the AP that the death penalty clause is "something we have moved away from." But there has been no official announcement that it has been dropped. Homosexuality is already widely condemned in Uganda, a nation where tabloid newspapers attempt to "name and shame" gays and lesbians by running their names on the front page with banner headlines that say "hang them."
Under the original draft of the bill, which could be revised before a final vote, anyone convicted of committing a homosexual act could face life in prison. Anyone who "aids, abets, counsels or procures another to engage of acts of homosexuality" � including landlords who rent to gays and lesbians � could face up to 7 years in prison.
