A taxi driver with prior convictions for sex crimes has been caught by police after abducting a female passenger and attempting to sexually assault her.

The National Assembly is still considering a bill to prevent the issuance of a taxi license to those with convictions for sex crimes.

Jongro 2-ga in Seoul at 1 am on the 7th.

22-year-old Ms. Kim got into the taxi of 40-year-old Mr. Lim in order to return home.

Mr. Lim took her not to her destination but to a royal tomb in Gyeonggi-do.

There he felt her body and attempted to sexually assault her, and Ms. Kim narrowly escaped.

Caught by police, Mr. Lim also abducted and attempted to sexually assault a female passenger five years ago.

Despite a record of 15 convictions for sexual assault and other crimes he became a taxi driver.

An official of the taxi company that employed Mr. Lim said that �we did not inquire about it (the prior convictions) and just looked at his resume� because we never have enough people.�

In March of last year 41-year-old Mr. Ahn abducted, sexually assaulted, and murdered three female passengers in Cheongju.

Mr. Ahn also had previous convictions for sex crimes but had no problem working as a taxi driver.

With a string of violent crimes by taxi drivers, last year the government said it would lengthen from two to five years the length of time of restrictions on violent criminals� work eligibility and prevent sex criminals from becoming taxi drivers.

However, related bills remain under consideration in the National Assembly.

Even when passed, however, the law cannot be applied retroactively and the fears of female passengers may be difficult to lessen.

I wonder whether the law really can�t be applied retroactively, or if the reporter is just guessing. I�m no expert in Korean law, but it sounds to me like the sort of thing that would apply retroactively.

This isn�t the first time I�ve heard that many taxi drivers have records, as supposedly it�s one of the few jobs available to ex-convicts. And given some of the nutty conversations I�ve had with drivers, I can believe it.

Gosh. Gotta love the "logic" of this place. They can't be bothered to check the criminal records or pass a bill to prevent violent, repeat sexual offenders from becoming taxi drivers, but they will strip us of all our savings and deport us for tutoring a student.

God love 'em.

What is there to consider??? Allow convicted sex offenders regular opportunities to get potential victims alone in a vehicle OR - not. Why is this even an issue?

Lengthen the time from 2 to 5 years? I'm not comfortable with a violent ex-con driving me around in a taxi if he's only been out of prison for 2 years, but 5 years? Sure! That's ok.

I try to only take taxis during the day and even then I prefer not to be alone. I very rarely take them alone at night, and then only for short distances and I make sure someone knows where I'm going so I have someone to check in with. I thought I was being overly cautious, but obviously not. This kind of stupidity infuriates me.

The city that I am from checked for criminal records, but I think it was for insurance reasons not necessarily because of a law. It's hard to get an insurance company to insure a Taxi company if they are employing people with records, unless the Taxi company wants to pay a lot of insurance money. I wonder what implications this has for Korean taxi companies? Is it possible that some companies check records for insurance purposes or does it just not matter in Korea, because they're not going to get appreciably sued or successfully sued?

A story I've told here before: my girlfriend and I took a cab back from Hongdae to Gunpo on a Friday night. She wasn't particularly drunk, but fell asleep on the ride home. The driver, seeming to sense an opportunity, told her he would wait for her outside (I'm assuming he thought she was totally plastered and probably didn't know me). He proceeded to remain parked for close to an hour, waiting for her to exit. Mind you, this is a Seoul taxi sitting in Gyeonggi in a low traffic area for an hour between 2 and 3 AM, prime time for nightlife districts. If the shoe fits...
