Do NOT call the immigration hotline 02-1345 for accurate information.

I had my girlfriend call so she could speak in Korean so as to have NO errors in communication. She was told basically to have someone bring in a copy of my degree to the Embassy and it would be notarized:

* no lawyer needed
* no mention of transcripts

The information didn't seem correct so I emailed the Embassy directly. Here's the reply:

Greetings from Korean Embassy,

Some of the information (mainly the procedure in Canada) you were givien from Immigration officer is not correct.
The degree should be notarized by either lawyer or notary public in Ontario first. So, you have to send the original degree to your parent in Canada.
When your parent visit us, following documents should be brought:

1. Original Degree
2. Notarized copy of degree (by Ontario notary public of lawyer)
3. One sealed transcript from your university
4. Copy of your passport first page
5. Fee of 4.40 CND
6. ID of your parent

It will take an half day.

Thank you
consular assistant
