I am looking for a place in Seoul, preferably in Songpa-Gu or nearby.

I've tried doing some searching, including craigslist, but have only received scam responses so far.

What is the best method for finding help, preferably in English in finding a decent place?

I have around 5 million for Key money, possibly more to put down.

Any help would be greatly appreciated.

Looking for a place that doesn't have crazy high maintenance fees.

Just go to a real estate agent aka budongsan. I've tried to find housing via classifieds but they aren't reliable.

You'll probably pay between 200,000 to 300,000 won in agent's fees.
