No, that isn't a quote from some Korean nationalist sojuhead. It's actually from Foreign Policy magazine. (Well, a rough paraphrase.)

The article argues that a combination of western-backed population- control policies, and traditional Asian culture, led to the popularity of sex-selection in countries where couples were limited in the number of children they could have.

That in and of itself is not exactly breaking news, since it's long been known that the prevalence of sex-selection was linked to one-child type policies, and that those policies were supported by western aid agencies. Where the article breaks new ground(for me anyway) is in showing just how complicit some of those agencies were in the promotion of gender-selective abortion.
