Qualifications? None specifically. It's not an industry that is regulated in any significant way.

If you want to do this while residing in Korea you'll probably need to have an F visa and jump through the hoops necessary to get a business license if you want to keep everything legal.

Other than that? You'll need a computer and a phone. You'll need to speak fluent Korean in order to communicate with hagwon owners/directors. You'll need to be a good salesman (or liar depending on your point of view) to talk teachers into taking substandard jobs with shady bosses. Likewise you'll need to upsell your underqualified and/or undesirable teachers to schools.

It's also not really an easy business to get started out in. It takes a while to build up contacts and earn the trust of schools. You only get paid when you sell a teacher to a school, so income will be very inconsistent at the beginning. You'll have to put up with complaints from both teachers whose schools screwed them over as well as schools whose teachers run away or otherwise don't turn out as well as they expect. You'll have to deal with the constant frustration of last minute back-outs from both sides as well. Teachers will sign contracts and then decide the day before their flight not to come to Korea. The school will blame you and they'll never work with you again. Likewise, you'll promise a job to a teacher and have them sign a contract and the school will back out at the last minute and the teacher will come onto Dave's and write a big complaint telling everyone to avoid you.

Good luck if you decide to give it a shot. I had a Korean-American friend a few years back who gave recruiting a try. After hearing his stories I know it's a business I would never even think twice about.

this type of thread gets brought up about once every 4 months. and there's always that jackass recruiter that tries to scare anyone into thinking of doing "illegally" with all of his legal jargon nonsense. where is that guy?

what if youre on an E2? Is it still possible to set-up legally?
Actually, if its not regulated, couldnt it be done even on a tourist visa?

No and no. In both cases you would be in violation of immigration laws (engaging in activities NOT permitted under your status of sojourn).

If you want to be in Korea and start a recruiting firm you need to do it illegally or the old fashioned way (get a D8 visa and open a business (business license, tax number, etc)).

When my wife looked into this she discovered it wasn't that easy at all. To get the proper business license you need to have passed a labor law qualification. She told me it took about two years. Every recruiting company is meant to have someone on their staff that has this specific qualification.

That is not to say that a lot of companies actually do it or that they legally declare themselves as recruiters.

If you want to work with public schools and pursue non-paying schools in court you will need a license. If you want to flood hagwons with illegal teachers then all you need to do is to get rid of your conscience. There are plenty of those recruiters around.

also, how would a recruiter get schools to use them? is this something where you would have to go in person to meet the director? or do they just go on job listing websites and spam all the schools?
