Well if you stay there for hours/days during a full on confrontation, yes.

But say, during an initial bombardment or if NK decided to lob a couple of hundred shells into Seoul as part of its annual "games" then nothing wrong with waiting in the car. Of course if you're right next to the bomb shelter, run there, but odds are the closes one will be 20 minutes away.

Either way, act calmly and pull the car over to the side of the road.

Also another reason they probably want you to stay in the car is to be able to receive broadcasted radio instructions. Something you can't do while running around.
