My friend recently sent off his fingerprints for a background check. I told him to include a cover letter telling the FBI what it was for, but he refused, saying that the fingerprints and application form were evidence enough (he clearly overestimates the intelligence of our goverment). For a return address, he put the State Dept., so that they will mail the results directly to them for an apostille. He did include a cover letter for them, but didn't say what country it would be used for.
My question: without a cover letter, will the automatically FBI sign and seal it properly so it's ready for an apostille? I told my friend he was an idiot for taking so many chances in the process....even without taking chances it's difficult enough. |

Your friend can contact the FBI to see if the application has already been processed, if it hasn't they may still be able to authenticate it. It does need to be authenticated to be apostilled.

You don't need a cover letter to get the background check. I called the FBI and they said the application form has replaced the cover letter. That said, though, I did mention on the application form that I needed the CBC authenticated.
Your friend's idea to have the return address of the DOS...don't think that's gonna work. And you do need the official cover letter form from the DOS website to get your CBC apostilled.

Here is some info from the State department regarding the FBI checks.
Yes, your "friend" is an idiot, OP.
A simple google search of "fbi check for visa" brought up this site. Clearly stated, the FBI will NOT send the report to anyone other than the person whose record it is. Thus, they WON'T send it to the SOS office.
You clearly have to request the authentication.
You clearly have to state which country it's for.

This link tells you what you need for the apostille.
Again, a cover letter is clearly requested with an example given.
