It's not too easy to find shoebox single-person studios in the US even if you were in the market for one. He probably meant a one bedroom in a major metropolitan area, in which case 16k sounds quite possible, though on the high end.

Yes, as nukeday said, it's for a one bedroom (in DC). A small studio in a good neighborhood (as in either super safe or convenient, probably not both) costs at least $1200/month right now.

I think NYC and San Francisco are the only other cities in the USA with pricier rents. Fun times!
