He was talking about qualified teachers who cannot find teaching positions and move abroad. The often called "brain drain".

There is a similar issue in Canada with doctors moving to the US due to higher income ceiling.

Oh I agree, he was not thinking of Americans who go teach in Korea specifically but of qualified workers who are unable to find work in the US and who need to go abroad.

Unemployment Insurance isn't just a handout. It's insurance. Part of the premium comes out of your paycheck and your employer pays the other part. If you are laid off, your employer has to pay more...until you find a job or no longer qualify for benefits. You don't qualify for benefits if you do not look for a job.

Spending tax dollars on drug tests for people on unemployment is a waste of money. A better idea would be to do a better job of checking up on people to make sure that they are actually looking for employment.

I'd take your word over the OP's everytime. Reading his other posts, I get the sense that he's not exactly among America's best and brightest.
