Of course, Patrick, you are correct. These elements, plus others such as salaries, phones, advertising and office rent are parts of the cost structure of the recruitment business. The costs must be covered to allow the recruiter to remain in business, the client must pay the costs. So, on the supply side of the firm these elements will help determine price. Most of these things are not variable according to the volume of a client, however. They do explain the cost structure, but may not explain the differences and they are not under the control of the customer.
Volume comes into play after these cost elements. Schools or businesses that hire more workers can be easier and cheaper to deal with which allows them to bargain for and recieve lower rates than others. Likewise, rush jobs, or the desire for a teacher from a more restricted pool of candidates, require more resources, so higher prices. Elements such as these that can be affected by the behavior of the client help determine who can bargain for lower rates and who can't.
