The notary should take the copy of the origional. This is the statement
used in Florida on a Florida diploma signed by a Florida notary (who was also a Florida attorney, which is not necessary). The Florida Department of State verifies the notary, I don't know if they even check to see if the school/diploma is legit. If they don't then you can get it in any state as long as the notary is in the same state. FBI are normally federal because the person who signs and seals it does so by federal athority. If you got one without the signatre you may be able to have a notary sign the origional (copies will not work in this case) and have your state appostile that as well but check with your state first.

Ohio is just like Florida. A similar statement is signed by you and then signed and sealed by the notary. Then you go to the county clerk of courts and have the notary verified. Next you take those documents to the Secretary of State's office. The diploma does not have to be from Ohio. I lived near downtown Columbus the first time that I had this done, so I got on my bicycle and finished all the required errands in an hour or so.
