If not a native bank, what about the foreign ones operating here? |

Woori did for me, but when I got it 3 years ago, my wife had to co-sign on it. |

KEB seconded, they gave me a non-Visa debit card when I arrived in Korea and then upgraded me to a Visa debit when I got my ARC.
Just go in and ask them to upgrade it for you, you'll need your old card, bank book, passport and ARC. |

All of them.
I personally have a KEB and Woori card, both Visa. The woori card is actually a credit card, which I got with no co signer, no deposit, no fuss.
My gf has a Woori Mastercard. Other friends have a KB mastercard and a Hana Visa card.
If you go to the bank, usually on the counter or at the desks they will have pamphlets with all the cards they offer. You are able to get all the same ones that Koreans can, provided you meet the requirements. |

in theory, all of them.
i have what my bank calls an "International Debit Card" - that wasn't "international" at all until i asked them to activate that "feature".
to get one, you need simply to ask. if they refuse, go to another bank. even after all these years, korean banks don't really seem sure of how to deal with foreign customers.
my card has worked in about five countries now, and i will completely rely on it next week in another one. |

shinhan also gives visa debit cards that also come pre-equipped with nfc for public transit that automatically deducts from your account every month. |

KEB is awesome! Visa debit card that you can use internationally (when activated), online banking (the only bank to have online banking for Mac users) and great English speaking telephone support when you don't have time to go into a branch. |

Keb is spotty in my book. I used their Foreigner branch and found the English service lacking. Their online banking is no better than what i.get elsewhere and their card selection sucks. KEB is great for first timers but I get all the services you mentioened at woori PLUS a better card. The keb tmoney option only lets you have 50k a month. You can manually charge but whats the point then? my woori card lets me charge as much as i want on tmoney. The only clear benefit is the mac service IF you use a mac. |

I bank with Woori and Citibank. I have an international visa debit card with Woori but not with Citibank. |
