Yes, you can collect if you leave early.
You can collect if you leave late (just much harder to do).

Go to the pension office with your passport, ARC, exit ticket (dated within 30 days), and the bank information for the deposit. they will confirm the cancellation of your visa and forward the money in your NPS account.

If you leave your job early it may be delayed by up to 90 days (pension office making sure that all the deposits have been made).

This IS ASSUMING that your boss actually paid in and you come from a country that is entitled to a refund (USA, CAN, AUS).

You just show the pension office, you don't give them the ARC. You give the ARC at the airport when you leave.

You don't "submit" anything other than filling out forms (they did it for me) after ONLY looking at the listed documents.

In other words, WALK OUT OF THE PENSION OFFICE WITH WHATEVER YOU WALKED IN WITH.
