I live near the Seocho police station and every time I pass by there is always a long line of men waiting outside for something. Any idea what?

Almost all the men are wearing business suits and look like they are in it for the long haul (laptops, blankets, handheld video games, food, etc.) I usually pass by during the day, but tonight when I was coming home I could see them all sitting in a big line (in chairs that have been provided for them) bundled up to stay out there all night. What are they waiting for?!?!?!

Perhaps presenting grievances or something like that?

Sort of like the monthly "audience with the peasants" that kings used to hold?

Some high-profile politician or government minister could be in there being questioned.

The guys outside would be journalists waiting for him to come out.
