Has any foreigner been able to create a Korean PSN account with their ARC #'s.. I just read that BF3 is region locked and was planning on going to Yongsan today to buy it which will have the Korean one.

I don't think you'll find anyone. I actually sent a few emails and called Sony Korea about this several times. Long story short... they said it was impossible. I kept calling them back, and they told me they would give me a refund for the playstation if I wanted to return it, but there was no way in hell they were going to give a foreigner a Korean PSN account.

I was pretty shocked by this. In the past whenever my ARC number hasn't worked at a website I've done the same thing (called and sent emails) and people usually respond favorably... either promise to fix their site or provide an alternate means of registration (fax us a copy of your ID card or whatever). But Sony Korea basically told me to f*** off.

I'm not sure if there's anyone worth complaining to about this. Not being able to play playstation seems pretty trivial for filing a complaint with the human rights comission or whatever, but something should be done about it. There's no good reason for them to deny accounts to legal residents.

You just need korean accout to activate online pass and download DLC. You can play any game online from your home country account. My main one is EU, and I registered Korean one with my friend's help and his Id No. I buy DLC in Korean Store and it's working on my main one. I've heard only GT5 dlc is for one accout only (the one you buy it from)

Of course you CAN do that... but the point is you shouldn't have to. They're being completely unreasonable about this.

Call up Sony Korea's playstation division and ask them how to make an account. When they say no, demand a refund for your playstation. Take that money and buy an Xbox. Problem solved.

Xbox has region lock, and that's even worse than problems with Sony Korea.
Also Uncharted 3 is coming.

What a disappointment. I just bought a PS3 and Battlefield 3 only to discover all this. At this point if I had a friend that could help me get to the online gameplay I'd be down except I'm concerned about future updates. What if I register my Korean version in Korea via a Koreans account and want to get the many updates dice is already planning on. Do I need to register them all with a Korean account too?
It's not worth the BS.
You say sony offered to refund you?

If it's a question of jumping through those kind of hoops I'm out. I'd rather put the cash toward an awesome gaming PC.
Any other options? I was pretty happy about getting the thing until I realized it was useless.

BTW: re-XBox regions, apparently there's a hack. independent shops can sort you out I heard.

A couple days ago I registered a Korean account with a friend's card, and an American account under a false address on my PS3 with no trouble at all. I've already downloaded content from both, again with no trouble.

It's still pretty lame that they don't accept foreign ID numbers.

I created a Korean PSN account with my wifes number and then switched over to my regular PSN account. Pain in the ass? yep

It's even a bigger pain if you don't have a Korean wife.

You'd have to be really close to a Korean before they let you "borrow" their equivalent of a Social Security Number, and it's pretty ridiculous Sony requires that (or even CAN require it).

Can you guys actually sign into the Korean PSN? Every time I try it, I get the "Down for maintenance" message I've gotten ever since last summer's PSN outage...

I wonder if any citizen numbers got stolen during the hack...

That's not really Sony's fault. You can thank ridiculous Korean Internet regulations for that one. You need that same number to sign up for and post anything on just about every Korean site. They have gotten much better about accepting foreigner IDs in the last few years.

It is Sony's fault. The laws/regulations don't say that only Koreans can sign up. There's no reason that Sony can't accept foreign names/ARC numbers. As you said, many other sites do it. Sony has been made aware of the problem and simply refuses to do anything about it.

Jailbreak 2 solved all my problems...got a 750gb internal hdd and 1tb external loaded up with 100+ games. Not to mention all the DLC and PSN games that are now unlockable too.

Actually, the region coding for DLC is not for Korea--it's Asia, excluding Japan. All my Asian games (ie. Hong kong etc.) work with downloaded content from the Korean store, so it should work the other way as well. You could open a HK account and buy a psn card from PlayAsia for the HK store and get your DLC from there for your Korean games.

Oh! Is uncharted 3 in Korean? And if there are subs, can they be turned off? What about the menus?
