Indeed swamp...if i may inject something to the debate here...

At my former University (the one I graduated from) when classsizes increased they did the same thing being discussed here: the broke down classes in smaller groups.

This led to on staff professors teaching more initially but then the union got into the mix and force the University to hire more people.

What did the University do?

They hired guest lecturers to cover those classes, because they cost less and are not permanent (tenure track)....

Transfer that to a non-unionized situation for foreign teachers in another country and heck the options are a lot wider than just hiring people or paying OT!!!

They can dump classes to Unigwons, hiring E2s there to teach more; they can amend basic contracts for all renewing teachers adding more base hours....and of course they could just hire more people.
