 It is NOT from immigration.
 
 It is from the MOE and is for ALL positions that require you to be registered as a teacher with the MOE/POE (so uni positions would probably be exempt but hagwan positions would not).
 
 There have been a number of public announcements in the press (Korean and English) dating back to last summer. Naver and you should find them.
 
 I didn't see anything on the MOE website ( http://www.mest.go.kr/main.do ) but I didn't spend much time looking either.
