Can you obtain a Canadia CBC when overseas in China

i have a friend who is teaching in China and would like to come to Korea to work in Jan/Feb. This means he has to start preparing his docs now. He will not be going back to Canada, so is there a way he can obtain his CBC while he's in China?

would he have to go in person to the police station in Korea or Canada to get fingerprints? could he do this in China??

He can do it all in China.
It will take about 6 months.
Details are on the RCMP website.

Then he will need to mail it all back to Canada for the K-consulate certification.

He will also need to work out getting a copy of his degree notoarized (in Canada) then K-consulate certified.

If desperate, he can also try getting a regular check from a local RCMP office in his region. He can arrange to get a power of attorney (which costs about $125 if you go through a lawyer), and somebody can pick it up for him, get it notarized, and then send it to the Korean Consulate to get stamped.

thank you ttompats and ren546. this is some useful information.

but wow, 6 months is a long time. he wouldn't be able to start until mid 2012 then. i will tell him about the power of attorney option also. hopefully it can cut the time in half.
