The best place in Korea is not in Korea.

Go to Hong Kong unless you just mean junk jewelry.

While I agree with Tom, Hong Kong is the place to go, it might not be convenient for you or worth it to pick up a ring/necklace/earings. In Seoul there are many jewelry shops in Jogno-sam-ga. I bought wedding bands in Jogno for a reasonable price. However, I bought an engagement ring in Hong Kong.

Why would you buy blood diamonds? Nobody, not even the Kimberly Process will gaurantee that diamonds aren't from any conflict zones.
http://articles.cnn.com/2011-12-05/africa/world_africa_south-africa-blood-diamonds_1_kimberley-process-trade-in-conflict-diamonds-campaign-group?_s=PM:AFRICA

"The decision follows the controversial sale of a batch of diamonds from the Marange diamond fields in Zimbabwe, some of which are owned by companies associated with President Robert Mugabe's Zanu-PF party.

Davis said the Mugabe government has to rely on diamond income because of the intense international pressure on it.
"Diamonds are an absolute godsend for them and a curse for the rest of Zimbabwe," he said.
The Kimberley Process was developed in 2000 when a group of diamond-producing countries met in Kimberley, South Africa, to combat the trade in conflict diamonds."

With gold at $1700 an ounce and import tariffs on jewelry and precious stones at their current levels even a decent (real gold) necklace would be worth the trip to HK and the difference in cost will pay for your weekend get-a-way.

That would be doubly so for rings and jewelry with stones in them.

For MINOR pieces (earings, gold bands, etc) and/or junk jewelry then yes, Jongno-sam-ga (along the main road just south of Insadong) or the "bling shops" (nothing of value but pretty to look at) in Namedaemun would be the places to go.

If you are buying for a Korean, then I recommend going to J. Estina. You can find them in all the department stores.

Not sure how legit J. Estina is but the company just opened a boutique in New York's Plaza Hotel on Fifth Ave.

J.Estina is Korean's top jewelry brand. Lately you've probably seen their advertisements plastered all over bus stops and subway stations featuring Girls Generation. J. Estina was basically made popular in Korea because Kim Yuna was a spokeswoman for them, and wore J Estina jewelry when she skated in tournaments.

Korean women all know J.Estina and their jewelry is very popular. Its not cheap, but its not outrageously expensive like Tiffany's is.

You wanna impress your Korean lady, get her something at J.Estina. FYI, The "Tiara" (Kim Yuna series) are what most women like.
