A friend of mine is going back to his home country and would like to take a "smart" phone with him. Is it possible to just buy a phone without a contract or plan...and if yes, how much would the phone cost...say in Youngsan?
And no, it would probably NOT be cheaper to buy it in his country! |

I don't think so. I recently got a pay as you go phone here (can't remember what they call them) and was told I couldn't have a smartphone- which was fine anyway because I didn't want one |

Its easy.
1. Buy it used
2. Buy it on a contract and then break the contract on the 1st day so you pay the full balance of the phone upfront. |

Check to make sure it will play nice with his carriers back home. Most KT/SK smartphones support the usual GSM bands (although some bands like 850 aren't always supported). LG+ phones... I think that's a diff story. |

depending on the model he wants and the place he is flying to...it can be just as easy to purchase it duty free at Incheon or another airport you transit through...for example Dubai airport has iphone 4s for around $400usd atm, and will work on global carriers as it is unlocked... |
