Hm I'll be watching closely for the intended definition as well. Though I suspect none will be forthcoming.
As for the TOEIC accents varying, yes there are not only North American accents. I teach a TOEIC listening class and there are British (and not Queen's English, mind you  ) in addition to N. American to be heard. I'm South African so I emphasise my accent too with dictation exercises. I know they're exposed to at least 5 countries' accents where I work and that's not counting various dialects within those countries. |

Not by a looooong shot!
contrary to popular belief, Korean people are getting more and more smarter realizing that economics are key to sustainability in their dear land.
The more Brits and S.Africans they meet the more they concur there are other options than the debt ridden america...
I can't keep count on how many students plan on studying and/or visiting the beauty of other countries other than america...
all china need to do tomorrow is drop the trump card on the table - and all the billionaires in the North hemisphere won't be able save the states from the pit they find themselves in...
so... No... S. Africans are looking more and more like a more viable options to answer you directly.
