Hey guys,
Quick question: if I had my visa issuance number but wasn't currently in my home country (UK), could I still go to a Korean embassy in another country (USA) and get the visa put in my passport? Or is this only something you can do in your own country?

1st E2 and NOT resident it may be problematic but MAY be done (consular decision).
Subsequent E2 (even with a new passport) = no problem.
If you are RESIDENT (student, work, etc) in the 2nd country it is no problem.
