Ok, I was basically told that two applications should never be sent to the same educational province. I've applied to one in changwon which is the Gyeongsangnamdo province.
My question is does, Busan fall under the Gyeongsangnamdo educational office, or is it separate? |

It depends on how you are applying (or your recruiter is applying for you).
If they are going through EPIK then they are the same.
If they are going to individual schools they are not.
If you applied directly to a city education office they are not.

IF the recruiter was sending it through/via EPIK they are the same.
IF the recruiter is working directly with the school as a private hire you are fine.
