I know. I've had this same conversation with others who have had no trouble at all with them. I don't get it. Maybe we were just unlucky three times. I just tend to ignore them completely now and look for the regular cabs.

My assumption is that taking fares to base makes it much more likely that they can get another fare immediately after the make the drop off. If they took you guys home, they'd be less likely to be able to find a white person in need of a ride.

I don't understant this at all. The actual base taxis are from two or three companies who have taxis and drivers specifically assigned to the bases as they are under contract with the Exchange on base. They do not pick up customers off base unless the customer called and requested that in advance (for an extra fee). For the customers they pick up on base, they can only pick them up at designated taxi stops or by advance arrangement at another place on base. Of course, the customers picked up on base can be dropped off either on base or off base.
