How do you do a Google US/Canadian Search in Korea?

No matter what address I write in I get google.co.kr, and all the settings are in Korean too so I have no idea how to change the default. As far as I can tell I'm getting different results than I would with the Can/US search.

It's super annoying, I have no idea why typing in "google.com" or "google.ca" can't just take you to those sites.

When I type google.ca on my work computer I get google.ca.
On the bottom, it asks if you want it in English or French.

When I'm on google.co.kr, at the very bottom right it asks whether I want it in English.

It can depend on what browser, system language, cookie settings, being logged into google(gmail, gdocs,etc). I found Google Chrome just refuses to accept my changes. Keeps pointing me to google.co.kr.

www.google.com/ncr and www.google.com/en
