I think NSETs in elementary schools will stay put. I heard that those NSETs in high schools and middle schools will be pushed to vacant positions at elementary schools. If so, how would they compete with NSETs at elementary schools re-signing? Would they hire those with the best evaluation scores? (e.g. open classes, attendance, etc.)

Doubt it. That's all smoke, mirrors, and favoritism anyway.

I wouldn't worry too much about job security. Not all teachers seek to renew their contracts. The ones who wish to stay will probably have their contracts renewed, but they may be transferred to another school. They simply won't rehire new teachers, that's all.

Evaluations of HS and MS teachers will likely be used to see who gets available positions and who doesn't. Evaluations of ES teachers won't come into effect unless they receive a terrible score, but if their school wants to keep them they won't receive a terrible score.
I have heard rumors that MS students won't be renewed in August, but that doesn't mean it won't be changed for those restarting next March. It could simply be hitting the reset button to get everyone on the March start time frame.
