I was in Korea over a year ago and the speed of YouTube was slow. Is this still the case?

Worse.

Especially if you have SK internet.

They are obviously throttling connections here. When I run my VPN service, it seems to speed up on Youtube. Sometimes a great deal faster.

It seems to go dead slow for 3-4 days then speed up for a few days again.

Are there any Korean hosted video sites it's possible to join and upload to, from abroad? How is blip.tv?

Youtube has improved considerably in the past year, IMHO. It's still not perfect, but I remember having to constantly pre-load my videos and these days it's usually not an issue.

I talked with a guy who works for Youtube Korea (they are based out of Japan I believe) and he said one of the main things they were working on was improving speeds.

I've noticed an improvement in the last year as well. It's still not perfect, but it used to be practically unusable for me whereas now I just occasionally have videos loading slowly. I have KT, btw, the 100MB/s service.

Ditto on improvement in the last year. It's almost as good as when I first came here and they weren't throttling it yet... Rolling Eyes

I'm on KT as well, I believe the 100 mb/s one too and Youtube actually loads so slowly for me that I want to preload, but it gets to a certain point, and it'll just stop

then it'll preload more after I watch like 10% into it, and then preloads again after I watch 10 more %.

It's literally the most painful thing ever

I've found it to be reasonably fast the last month or so. A couple months ago it was dead.
Though facebook has taken a big hit the last week or so.
