that is a great app, but the other person has to have a smartphone with that app installed as well.

That's because what you want doesn't really exist.

95% of Koreans use Kakaotalk. It's an annoying little app (I deleted it because of all the spam) but it syncs your contacts phone numbers automatically so if you message them through Kakaotalk it is pretty effective and costs nothing.

People's phone numbers are synced with their profiles so when you install the app, you don't even have to do anything to find people.

Every smartphone sold in this country comes with Kakaotalk already installed afaik.

I haven't done this in years, but you used to be able to send emails to [email protected] for most Canadian and American networks. Perhaps the Korean providers have the same thing set up ([email protected] or whatever).

There is zero spam on Kakao Talk (Android version; the iPhone version lags a bit behind).

If you add "Plus Friends" (commercial providers) then you're signing up for news and product updates. That's also not considered spam.

If you have friends that "spam" you with text messages such as "Hi", "How are you", "Smile" etc., you can block them.

Agree that the receiver must have KaTalk installed as well.

You can also try Voxer. I use it hear with my gf and with my friends back in the states. The nice thing is you can also use it like a walkie-talkie by recording short voice messages instead of texts.
