It depends. If its through an organisation like SMOE or GEPIK, then yes, applying twice will mean that they cancel your application. But with a hagwon? I doubt they'll cancel your app. Even so, why don't you just tell one recruiter the situation? What if you get two interviews? If I were in that situation I would just send a polite email to one recruiter explaining the situation but still making it clear that you're looking for work. Be professional and polite and there is no reason why there should be a problem.
As for finding one recruiter and sticking to it. Well. That's just ridiculous. I spam about 10 recruiters with my CV and tend to speak with as many as possible. It just makes sense really. |

| That is a stupid rule, I can't believe people are abiding by it. The more that send their resumes out the less people they will have to hire and they will have to accept teachers who posted their resume to multiple recruiters. |

i dont think using 2 recruiters shouldn't hurt you -- unless it is a GEPiK or EPiK position.
i actually helped my head teacher hire a new teacher before. when we received the same candidate from 5 different recruiters, she actually ignored the resume. she explained that that candidate would be a waste of time because either they had a bunch of other offers, or they were so bad that they needed to submit their resume to 20 different recruiters to get a position. she liked using one particular recruiter because they always sent "fresh" resumes. so as long as you're not going overboard, you should be fine. |
