Employer won't pay me all of my severance pay and my last month's salary after completion of 1 year contract.

My contract with my former school was from November 7, 2010 -February 28, 2012. It expired on February 28th.
In the Terms and Conditions of Employment Agreement for Full-Time Instructors it is stated under: SALARY AND OTHER BENEFITS FOR THE EMPLOYEE,
4.1 Salary The last month's salary will be given on the last day of the contract period.
4.2 Severance Payment
On the condition that this contract is completely satisfied and that employment lasts for one year, a special allowance of a month salary will be paid to the Employee by the Employer.

My former boss is suppose to pay my last month's salary and my severance payment, but she will not. Is this legal? Can she get away with not paying me my last month's salary and my severance pay even after I completed the 1 year contract?

She has 14 days to pay up (provided you completed a full year) or you file a grievance at the labor board.

Thank you very much for the information. I went to the Kangnam Labor Law Firm. Bongsoo Jung wrote the documents for me to take to the National Labor Commission as soon as possible.
